In May 1994, Japan’s Ministry of Post and Telecommunications formulated a plan for the construction of the Japanese information superhighway, which will be built into a national optical fiber telecommunications network in 2010. Compared with the United States’ information superhighway program, the information superhighway in Japan has the following advantages: (1) The plan calls for a fixed amount of construction funds, and suggests that the fund-raising should be based on a combination of government and enterprises with the government providing interest-free loans. It is estimated that 3200-515 billion U.S. dollars will be invested in 15 years and another 480 billion U.S. dollars will be required for fiber optic cable laying. Japan’s funding is more stable than that of U.S. construction funds. (2) The project is mainly state-owned NTT and privately owned
