I. INTRODUCTION Drought and waterlogging are major natural disasters in Zhejiang Province and have a great impact on agricultural production. To eradicate water hazards, prevent drought and ensure a good harvest, we must first understand the causes and conditions of floods and droughts. The causes of floods and droughts are very complicated.
