日前,国务院安委办就近期接连发生的两起烟花爆竹事故(江西万载县“9·8”燃爆事故、湖南宜章县“9·20”爆炸事故)发出警示通报。通报指出,这2起事故暴露出:烟花爆竹生产企业安全生产基础设施不达标,“三超一改”(超范围、超人员、超药量和擅自改变工房用途)等违法违规生产作业现象依然突出,部分地方政府和监管部门复产验收不认真、不细致,流于形式;一些人员法律意识和安全意识淡薄,非法组织生产违禁爆炸物品;个别地方人民政府打击非法生产行为不利,易制爆危险化学品流向管控存在严重漏洞;个别烟花爆竹生产企业违规购买非法生产的爆炸物品生产违禁产品。
