中医临床诊疗指南应用评价项目是由国家中医药管理局组织领导,财政部经费支持的大规模研究项目,评价方法采用主观与客观形式结合的方式,兼具项目管理和研究课题的双重属性,具有参与单位广泛,涉及中医临床多学科多领域的特点。文章针对中医临床诊疗指南应用评价项目的规范管理和质量控制要点进行了论述。管理方面针对项目实施的不同阶段,重点落实分级培训、执行反馈、总结评估等内容,提出科学地进行数据管理,落实各级人员管理职责。项目监查方面重点落实各级监查职责,监查评价质量。指南评价符合度是监查的关键内容。针对项目实施中存在的问题,提出建立评价数据管理平台、实行第三方监查与评价的建议,促进提高中医诊疗指南应用评价的质量。
The application evaluation project of TCM clinical diagnosis and treatment guidelines is a large-scale research project supported by the State Administration of Traditional Chinese Medicine and financed by the Ministry of Finance. The evaluation method adopts a combination of subjective and objective forms, and has the dual attributes of project management and research topics. Involved a wide range of units involved in clinical multi-disciplinary multi-field characteristics. The article discusses the normative management and quality control points of application evaluation items of clinical practice guideline of TCM. In the aspect of management, different stages of the project implementation are implemented, focusing on the implementation of grading training, implementation feedback, summarizing and assessment, etc., and proposing that the data management should be conducted scientifically and the responsibilities of personnel management at all levels should be implemented. In terms of project auditing, it focuses on the implementation of audit responsibilities at all levels and the quality of auditing and evaluation. The guideline evaluation of compliance is the key element of the audit. According to the problems in project implementation, this paper proposes to set up evaluation data management platform and implement third-party monitoring and evaluation recommendations to promote the application of quality evaluation guidelines.
