The 14th National Party Congress confirmed that the goal of China’s economic restructuring is to establish a socialist market economic system. The Decision of the Central Committee of the Chinese Communist Party and the State Council on Accelerating the Development of the Tertiary Industry reclassified the sanitation industry as a tertiary industry focused on development. This is not only a major theoretical breakthrough, but also a historic major change in the health sector.
