目前,我国许多地方党委书记兼任人大主任,这种执政党和国家政权关系的新模式引发了不同的议论。实际上这是一种重构党政关系的新探索,其对中国政治发展和政治体制改革有积极意义。地方党委书记兼任人大主任有助于实现中共执政权力的合法化,有利于坚持党的领导;有利于理顺新形势下执政党与人大和政府之间的关系,解决以往党政不分的弊端;有利于减少干部职数,提高人大工作效率。当然,我们亦应看到兼职现象引发的问题,如兼职中党委和人大两方面工作轻重有别、党委和人大相互监督的力度有所弱化、人大独立行使职权会受到一定影响等等。今后克服存在问题的路径在于:一要厘清兼职领导人应承担的职、权、责,督促其认真履职;二要改进执政党的自我监督机制,同时探索强化人大异体监督功能的新途径;三要依据权力制衡的理论,加强对执政党和人大权力的依法制约。

The path to overcoming existing problems in the future lies in: first, we must clarify the positions, rights and responsibilities that part-time leaders should assume, and urge them to perform their duties conscientiously; second, we must improve the self-monitoring mechanism of the ruling party and at the same time, explore new ways to strengthen the oversight function of people’s congresses and non- Third, we must strengthen the legal restriction on the ruling party and the NPC’s power according to the theory of checks and balances.
