为科学有效控制出口榨菜安全,本文分析了欧美日韩等发达国家输入的中国榨菜、中国榨菜类似产品包装和11个国家类似榨菜产品预警扣留通报330例。探明榨菜出口技术性贸易壁垒特点,化学添加剂、农药残留、色素和非传统安全危害呈多样性、复杂性、动态性。不同国家关注重点不同,美国关注工艺和标签备案、新增农药和化学添加剂残留;日本关注添加剂和农药残留;欧盟关注化学添加物和包装污染。分析比较显示榨菜风险总体呈增加趋势,年通报量由3.0批增至10.1批,美国预警量最高。类似产品风险较高并可能存在于榨菜中,因此,提出风险管理、全过程控制、开发检测技术等对策保证出口榨菜安全。
In order to scientifically and effectively control the safety of exported tuber mustard, this paper analyzes 330 cases of China tuber mustard, Chinese tuber mustard similar product packaging and 11 countries’ similar early mustard product warning notification. Exploring the export TBT characteristics of tuber mustard, chemical additives, pesticide residues, pigments and non-traditional safety hazards showed diversity, complexity and dynamics. Different countries have different priorities. The United States is concerned about the filing of processes and labels, the addition of residues of pesticides and chemical additives, Japan’s concern about additives and pesticide residues, and the EU’s concern about chemical additives and packaging contamination. Analysis and comparison showed that the risk of tuber must have been increasing in general. The annual bulletin increased from 3.0 to 10.1 batches, and the highest in the United States. Risk of similar products is high and may exist in the mustard, therefore, put forward risk management, the whole process of control, development of detection techniques and other measures to ensure exports of mustard safety.
