我国现行销售电价分类体系,自1976年公布以来(即原水利电力部颁布的《电、热价格》),几十年未曾变革,随着时间推移,已不适应形势发展要求。国家发改委自2003年着手研究完善销售电价分类以来,几经反复讨论,至今尚无定论。笔者有幸参与了国家发改委《关于调整销售电价分类结构的实施办法(试行)》(以下简称《办法》)的制定,结合多年电价工作经验和河南实际情况,从基层执行者的角度就销售电价分类改革同业内人士进行探讨。
Since the announcement of the pricing system of electricity in China in 1976 (that is, “electricity and heat prices” promulgated by the former Ministry of Water Resources and Electric Power), it has not changed in recent decades and has not been adapted to the development of the situation over time. National Development and Reform Commission since 2003 to study and improve the classification of sales price, after repeated discussions, is still inconclusive. The author was fortunate enough to participate in the formulation of “Measures for Implementing the Regulation of the Classification Structure of Sales Price (Trial)” (“Measures”) of the NDRC, combining years of work experience of electricity price with the actual conditions in Henan Province, and from the perspective of grassroots executives, Reform with industry insiders to explore.
