改革开放以来,地方政府绩效评估在我国地方政府治理变革中扮演着十分活跃的角色。本文先概述理论研究及存在的主要问题,探讨西方经验对于我国的启示和借鉴。在此基础上,阐述我国现阶段地方政府绩效评估的目的和意义,讨论评估主体多元化和公众参与,价值标准和指标体系设计问题,及数量工具的应用。最后,简要分析我国地方政府绩效评估实践及其不足之处。
Since the reform and opening up, the performance evaluation of local government plays a very active role in the reform of local government governance in our country. This article first outlines the theoretical research and the main problems that exist, and discusses the western experience for our inspiration and reference. On this basis, the author elaborates the purpose and significance of the performance evaluation of local government at the present stage, discusses the subject of diversification and public participation, the design of value standard and index system and the application of quantitative tools. Finally, a brief analysis of China’s local government performance evaluation practices and shortcomings.
