1994年4月底,广东省、广州市“精神文明与市场经济”理论研讨会在番禺市举行,现将这次研讨会的主要观点述要如下:一、坚持用邓小平“两手抓、两手都要硬”的理论指导精神文明建设与会同志认为,“两手抓、两手都要硬”的理论高度概括了社会主义社会的本质要求,是我国社会主义建设的战略方针.关于“两手抓”有无结合点以及结合点是什么的问题,与会者一致认为:“两手抓”必定有结合点,如何理解结合点却有不同的看法:有的认为领导素质是结合点;有的认为有关机制是结合点;有人认为民族素质是结合点;也有人认为人的素质是结合点,这几种结合点最终都会落到人的素质上.广东、广州在“两手抓”方面取得了许多成就,这是与会者一致肯定的.但也认为在现实生活中存在一些认识上和行动上的问题.有的同志认为,认识上存在的问题体现在片面地看待“两个文明”之间的关系,归纳起来有“自然论”、“代替论”、“先后论”、“无关论”、“无用论”、“敷衍论”、“畏难论”、“等待论”、“贴钱论”等观点;行动上的问题主要是重口头轻投资、重突击轻平时、重眼前轻长远等“九重九轻”的失衡做法.这些认识和行动虽然不是普遍问题,但也极需逐一加以改进和解决,否则,社会主义精神文明建设必然受到制约.
