2004年5月10日至11日,中共中央在北京召开了全国加强和改进未成年人思想道德建设工作会议。中共中央总书记胡锦涛在会议上发表重要讲话。他指出:加强和改进未成年人思想道德建设,要坚持以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导,以进行思想理念教育为核心,以树立正确的世界观、人生观、价值观为重点,以养成高尚的思想品质和良好的道德情操为基础,紧密结合全面建设小康社会的实际,遵循未成年人思想道德建设的规律,坚持以人为本,促进未成年人的全面发展,努力培育面向现代化、面向世界、面向未来,有理想、有道德、有文化、有纪律,德、智、体、美全面发展的中国特色社会主义事业建设者和接班人。
