2004年12月14日，由美国新桥投资公司推荐的两位“老外”蓝德彰和韦杰夫，分别当选为深圳发展银行新一届董事长、行长。至此，新桥投资收购深发展的交易虽经历了一波三折，但终于以新桥投资成功入主而告一段落。这是中国银行界具有历史意义的事件。 中国加入WTO三年后，开放关键行业的闸门已经全部启动。根据中国加入WTO时承诺的开放时间表，2004年12月11日以后，在通信、批发零售、银行、保险、旅游、运输等服务市场的开放强度大大提高。一场事先被张扬的产业危机，将以中外企业在各产业中彼此搏斗、竞合、渗透、妥协的形式，更深入地蔓延开来。
