张掖节水型社会试点初步取得成功并探索出了许多经验。许多人士都认为,张掖市实行水权制,以总量控制和定额管理的办法,实现基于水资源承载力的发展模式,通过结构调整实现水资源合理配置,运用工程手段进行节水,这些作法都值得我国其它缺水地区学习借鉴。但他们也同时指出,通过张掖节水型社会试点,也暴露出我国水利建设与管理体制等方面的许多问题,只有这些问题都能很好的解决,节水型社会建设才能得到全方位保障。
