十三大报告认为:“人民代表大会制度,共产党领导下的多党合作和政治协商制度,按照民主集中制的原则办事,是我们的特点和优势,决不能丢掉这些特点和优势,照搬西方的’三权分立’和多党轮流执政.”在肯定以上基本政治制度的前提下,我们必须同时看到,在具体的领导制度、组织形式和工作方式上,存在着一些重大缺陷.揭示出这些缺陷,并有针对性地研究如何改革现行政治体制,这种理论上的探讨是完全必要的.本文就是结合人民代表大会的一些具体制度,对怎样理顺党政机构,在人民代表大会制度中实现执政党的领导职能的途径提出了自己的看法.至于这些看法的可行性和正确性当然还有待于探讨,本刊也欢迎读者对此提出不同的观点.
The 13th National Congress of the Communist Party of China held that: “The system of people’s congress, the system of multi-party cooperation and political consultation under the leadership of the communist party and acting in accordance with the principle of democratic centralism are our characteristics and advantages. In order to study how to reform the current political system, this kind of theoretical discussion is absolutely necessary.This paper is based on some specific systems of the people’s congress, on how to improve the party and government institutions, in the people’s congress System to achieve the leadership of the ruling party’s way of putting forward their own views.As for the feasibility and correctness of these views of course, yet to be explored, we also welcome readers to put forward different views.
