为指导90年代乃至下世纪初教育的改革和发展,使教育更好地为社会主义现代化建设服务,实现党的十四大所确定的战略目标,中共中央、国务院印发了《中国教育改革和发展纲要》.《纲要》的颁布,标志着我国教育,包括电大教育的发展进入了一个历史新时期.在这个新时期里,根据《纲要》的要求和电大15年的实践.我们认为电大教育改革与发展的基本思路应当是,树立正确的教育观念,遵循教育发展的规律,加大加快改革步伐,建设好有中国特色的现代远距离教育系统,以鲜明的远距离开放教育特色,进入“211”工程,成为21世纪国家重点建设的大学之一,为更多的人提供接受教育的机会,为社会主义现代化建设培养更多更优秀的各类专门人才.
