建筑业在国民经济发展中的地位举足轻重,大力推广节能型建筑对建设节约型社会意义重大。然而,从我国现状及建设领域的实际情况来看,发展节能型建筑,推进建筑节能工作,还存在诸多问题,表现在思想认识不到位,缺乏推广保障机制,政策扶持激励不够,技术开发应用滞后等方面。对此,必须尽快消除认识上的障碍,搭建起推广应用建筑节能技术的有效机制,并辅之以积极的鼓励政策,充分运用行政、经济等手段,加快节能型建筑的发展步伐。
The construction industry plays a decisive role in the development of the national economy. It is of great significance to vigorously promote energy-efficient buildings to build a conservation-oriented society. However, judging from the current situation in our country and the actual situation in the field of construction, there are still many problems in developing energy-efficient buildings and promoting energy conservation in buildings. These problems are manifested in lack of ideological understanding, lack of promotion and guarantee mechanisms, inadequate incentives for policy support and lagging behind in technology development and application etc. In this regard, we must eliminate the obstacles as soon as possible to build an effective mechanism to promote the use of building energy-saving technologies, supplemented by a positive incentive policies, make full use of administrative, economic and other means to speed up the pace of energy-efficient buildings.
