新中国成立之初,国内展开第一次大规模镇压反革命运动。在这场运动中,在捕人杀人问题上,毛泽东特别对杀人持慎重态度。他提出了杀人要控制数字、掌握界限的问题。他于1951年4月30日在一则批语中明确写道:“杀人不能太多,太多则丧失社会同情,也损失劳动力。在农村,杀反革命,一般不应超过人口比例的千分之一,有特殊情况者可以超过这个比例,但须中央局批准,并报中央备案。在城市,一般应少于千分之一。”
