本文基于“创新促进型政府采购”的视角,从支持创业群体、引导服务对接、促进创新体系和优化行政效能的方向,对实施政府购买服务的目的进行了解析。同时,梳理了当前众创空间发展对科技服务资源的需求,结合其“低成本、便利化、全要素、开放式”的特征,对政策服务众创空间发展提出三点需注意的问题。在此基础上,针对如何运用政府购买服务手段提出三方面对策,建议对不同对象采取灵活多样的购买方式,探索试行远期约定购买、科技创新券等新政策模式,不断完善准入条件、信息共享、服务定价及相关监管机制。
Based on the perspective of “innovation-promoting government procurement ”, this article analyzes the purpose of implementing government procurement services from the perspectives of supporting entrepreneurship groups, guiding service docking, promoting innovation system and optimizing administrative efficiency. At the same time, combing the current demand for science and technology service resources in Chongchuang space development, combined with its characteristics of “low cost, facilitation, total factor and openness”, it puts forward three issues needing attention . On the basis of this, aiming at how to use the government to purchase service means to put forward three aspects of countermeasures, it is suggested to adopt flexible and diversified purchasing methods for different objects, to explore new policy modes such as forward contractual purchase and science and technology innovation vouchers, to continuously improve the access conditions and information Sharing, service pricing and related regulatory mechanisms.
