旅客在进火车站上车的时候,铁路工作人员要在旅客的车票上,用特制的剪子剪上一个小口。这不但是铁路上避免旅客上错列车和正确统计人数的手段,更重要的是它意味着铁路对旅客的意外伤害开始履行保险义务。原来,铁路运输由于技术条件的限制,很难预防事故的发生。为此,出于对旅客安全的负责,于1951年开始,实行了铁路旅客意外伤害强制保险,并规定旅客在买火车票时,都要向中国人民保险公司缴纳票价2%的保险费。为简便手续,铁路在发售火车票时,一同核收了旅客缴纳的保险费。保险期限
