黄恩元,辽宁锦县人,1938年生。1963年北京地质学院毕业后在交通部水运规划设计院从事港口规划设计工作。1975年,他响应周总理“三年改变港口面貌”号召,毅然离开繁华的首都,来到辽宁盖县一个贫穷的海边渔村—鲅鱼圈,主持新港建设的前期工作。在那艰难岁月里,他和他的战友凭着不屈不挠、坚韧不拔的进取精神,终于迎来了1981年12月国家计委的正式批复,批准建设营口港鲅鱼圈港区。
Huang Enyuan, Liaoning Jin County, born in 1938. After graduating from Beijing Geological College in 1963, he was engaged in port planning and design work in the Department of Water Transport Planning and Design of the Ministry of Communications. In 1975, in response to the call made by Premier Chou “changing the port in three years”, he left the bustling capital and came to Bayuquan, a poor seaside fishing village in Liaoning Province and presided over the preparatory work for the construction of Xingang. In that difficult time, he and his comrades, with their indomitable and indomitable spirit, finally ushered in the official approval of the State Planning Commission in December 1981 and approved the construction of the Bayuquan Port in Yingkou Port.
