改革开放,市场经济的发展,使人们的传统道德观念受到冲击,医德医风所出现的一系列问题都是医务人员违背职业道德规范而发生的不良行为。对病人缺乏同情心,突出表现是生、冷、硬、推,对病人接待不热情,解释不耐心,检查不细心,治疗不精心,敷衍了事,接受任务讲价钱,过分计较个人得失,缺乏奉献精神,缺乏纪律观念,拿原则作交易,以医谋私,收取好处费等。诸多问题的出现,原因是多方面的,必须采取“综合治理”的方法,重在教育。第一要建立和健全医德医风教育组织领导机构,加强领导齐抓共管。第二是加强职业道德教育,树立正确人生观,高度责任感。第三是加强约束机制,健全并落实各项管理制度。第四是加强监督机制,定期听取各方面的意见,对医德医风中出现的情况和问题及时通报表扬和纠正。第五是加强医护人员的技术培训,提高职业技能和服务水平。

We must adopt a “comprehensive governance” approach and focus on education. First, we must establish and improve the leadership structure of the medical ethics education organization, and strengthen the leadership of the government. The second is to strengthen professional ethics education, establish a correct outlook on life, and a high sense of responsibility. The third is to strengthen the restraint mechanism and improve and implement various management systems. The fourth is to strengthen the supervision mechanism, regularly listen to various opinions, and promptly report and correct the conditions and problems that have emerged in the medical ethics. The fifth is to strengthen the technical training of medical staff and improve professional skills and service levels.
