以低能耗、低污染、低排放为基础的低碳经济逐渐受到世界各国的重视,国外已采取多种措施发展低碳经济。我国作为世界上最大的发展中国家,积极实施节能减排,促进低碳经济发展,构建生态文明社会,已经成为不可逆转的时代趋势。作者在阐述低碳经济的内涵和特征的基础上,对我国低碳经济法律规制现状进行论述,并针对我国低碳经济法律规制存在的问题,对我国发展低碳经济提出相关的法律对策。
Low-carbon economy based on low energy consumption, low pollution and low emission has been paid more attention by countries all over the world. Foreign countries have taken various measures to develop low-carbon economy. As the largest developing country in the world, China has become an irreversible trend in the times when it actively implements energy conservation and emission reduction, promotes the development of a low-carbon economy and build an eco-civilized society. On the basis of expounding the connotation and characteristics of low-carbon economy, the author discusses the status quo of legal regulation of low-carbon economy in our country and proposes some legal countermeasures for our country’s development of low-carbon economy.
