跨地区公共服务是推进区域经济一体化的客观要求。北京938路支5线公交车在河北廊坊遭遇当地长途客运车主拦堵事件,凸现出我国在跨地区公共服务中存在决策权安排、“溢出效应”补偿、政府补贴下的竞争、公众参与决策以及跨地区纠纷协调机制等方面的制度缺失,这需要在区域合作中不断创新和完善政府间的权力界定、交易、合作决策等制度。
Cross-regional public service is an objective requirement to promote regional economic integration. Beijing 938 Road Branch 5-bus encountered a long-distance passenger transport vehicle blocking incident in Langfang, Hebei Province, highlighting the existence of decision-making power arrangements, “spillover effect” compensation, government subsidy competition and public participation in China’s cross-region public services Policy-making and cross-regional dispute coordination mechanisms. This requires continuous innovation in the regional cooperation and improvement of the intergovernmental power definition, transaction and cooperative decision-making system.
