珠三角地区和长三角地区从上世纪90年代开始承接国际产业转移,如今已经形成完整的、与生产能力相匹配的加工制造贸易产业链。然而,受产业自身发展因素的限制及外围经济环境的影响,从2007年下半年开始,珠三角和长三角地区大量的外向加工制造行业走入了停工甚至倒闭的困境。本文试图结合世界体系理论与产业价值链找出危机背后的深层原因,并提出产业转移和产业结构调整的政策建议。 The Pearl River Delta region and the Yangtze River Delta region have been undertaking international industrial transfer since the 1990s and have now formed a complete processing and manufacturing trade industrial chain that matches the production capacity. However, due to the constraints of the development of the industry itself and the external economic environment, a large number of outward manufacturing industries in the Pearl River Delta and the Yangtze River Delta have entered the pause or even closure in the second half of 2007. This paper attempts to find out the underlying causes of the crisis by combining the theory of the world system and the industrial value chain and puts forward the policy suggestions on industrial transfer and industrial restructuring.
