段里仁,1938年8月28日生,湖南益阳人。1962年毕业于武汉大学物理系,1970年开始从事交通科研工作。曾任北京市交通工程科研所所长,北京市公安交通管理局副局长、总工程师,一级警监。现为北京市政协委员,博士生导师,国家级有突出贡献专家,国家科技奖励评审委员会交通组评审委员。1973年,第一个提出交通信号控制系统方案并在北京变成现实。1977年,设计我国第一个交通电视监控系统并在北京市前三门大街安装使用。1984年,撰写了我国第一部交通工程专著《城市交通概论——交通工程学原理与应用》,书中的“五E”理论被国外专家誉为“段氏交通工程理论”,并被美国伊利诺州大学选为主要教学参考书。世界银行交通专家组组长彼得先生称赞他是中国以至世界上难得的交通专家,特聘他为“世界银行高级交通咨询专家”。1996年,被特聘为美国交通研究委员会非机动车交通委员会委员,成为这个委员会35名委员中5名美国以外国家的专家之一。

Former Beijing Traffic Engineering Research Institute, Beijing Municipal Public Security Traffic Administration deputy director, chief engineer, an inspector. In 1973, the first proposed traffic signal control system and a reality in Beijing. In 1977, China’s first traffic television monitoring system was designed and installed in the former Sanmen Street in Beijing. In 1984, he authored the first traffic engineering monograph “Introduction to Urban Transportation - Principles and Applications of Traffic Engineering”. The “Five E” theory in the book was hailed by foreign experts as “Duan’s Theory of Traffic Engineering” and was used by the United States University of Illinois selected as the main teaching reference book. Mr. Peter, the head of the World Bank Transport Expert Group, praised him as a rare traffic expert in China and even in the world and dubbed him “Senior Adviser to the World Bank.” In 1996, he was appointed to be a member of the non-motor transport committee of the Transportation Research Committee of the United States and became one of the five members of the 35-member committee outside the United States.
