本文在调查研究基础上，对广东省森林资源管理政策进行了系统总结与客观评价。尤其对目标责任管理、森林分类经营以及消灭森林“赤字”、疏通融资渠道、减轻税费负担等方面的具体政策措施进行了重点阐述，并提出了市场经济条件下广东省森林资源管理新政策框架。旨在总结历史经验、巩固绿化成果、推动林业市场化改革、促进森林资源可持续发展。
Based on the investigation and study, this paper systematically summarizes and objectively evaluates the forest resources management policies of Guangdong Province. In particular, we focus on specific policy measures such as target responsibility management, forest classified management and the elimination of forest “deficits”, unblocking financing channels and alleviating tax burden, and put forward a new policy framework for forest resources management in Guangdong Province under market economy . The purpose is to summarize historical experience, consolidate the achievements of afforestation, promote the marketization of forestry and promote the sustainable development of forest resources.
