为了支持国有大中型企业的技术改造,国务院决定对“九五”期间列入国家经贸委技改计划的国有大中型企业技术改造项目,进口国内不能生产的设备,可在照章纳税后,申请退还8个百分点的进口环节增值税。退还的进口环节增值税税款作为国有资本金注入。
