大连港环境监测站从1979年11月开展了国外油轮压轮水的化验工作,“港务监督”部门根据该站的化验结果再决定将压舱水排海还是排入污水处理厂,这就避免了过去肉眼直接观察的主观性、不可靠性。至今为止,该站已化验外轮压轮水二百多条船,收入外汇人民币约二十万元。 压舱水的化验,不仅为国家积累了外汇收入,也行使了对外轮压舱水进行检验的国家主权,防止了油污染,保护了港区水域环境。另外,由于必须把压舱水排掉后,才能装油,因此,压舱水化验时间的长短快慢,将直接影响油轮整个在港的停泊时间,也影响着油运量生产任务的完成。
