在第二次世界大战的太平洋战争中,日军共有60多艘特种潜艇被投入到中途岛、基斯卡岛、腊包尔、特鲁克群岛、比岛(菲律宾)、冲绳、父岛等地区。它们通过货船拖运、搭载母舰或运输舰以及自行的方式前往预定作战区域,但是因为在中途遭遇袭击、恶劣天气或变更作战部署等原因,只有大约四成的特种潜艇历尽艰辛,最终抵达了目的地。在抵达目的地后,由于缺少有力的后方支援及指挥失误,结果只有8艘特种潜艇向盟军舰队发射了鱼雷,只摧毁了1艘盟军驱逐舰,这是得到确认的唯一战果。后来,在抵抗美军登陆日本本土的作战中,日军特种潜艇部队伤亡巨大,最终全军覆没。总的来看,与他们无与伦比的“忠诚”相比,所得到的回报几乎等于零。
