近年来,受经济形势下行影响,一些资源枯竭型城市企业运行困难,破产企业集中改制,社会保险欠费数额大,征缴清欠难度加大,同时国家加强了对社会保障制度的顶层设计,各项政策将扎堆出台,社会保障领域改革任务将更加繁重。如何适应新常态,确保社会保障体系健康发展,必须要加快转变、积极作为,超前谋划和落实好各项工作,笔者以新泰市为例,就此进行探讨。转型的基础和条件制度建设实现突破性进展,社会保障体系逐步完善。
In recent years, affected by the economic downturn, some resource-exhausted city enterprises have difficulties in operation, bankruptcy enterprises have concentrated themselves on restructuring, the amount of social insurance arrears has been large, and the difficulty in collecting and paying debts has been increased. At the same time, the state has stepped up the top-level design of the social security system, Various policies will be put together and the task of reform in the field of social security will be more arduous. How to adapt to the new normal and ensure the healthy development of the social security system, we must speed up the transformation and actively take the lead in planning and implementing various tasks. The author takes Xintai City as an example to discuss this issue. The foundation and conditions for the transformation of the system to achieve a breakthrough in progress, gradually improve the social security system.
