当今中国看病难、看病贵的问题仍然是困扰着千千万万的家庭,于是,纷纷羡慕西方国家的免费医疗,特别是近几年,俄罗斯政府宣布,俄罗斯不会将免费医疗改为付费医疗,在国内引起了热议。同时,随着我国人口老龄化日益加重,慢性病开始增长,部分地区医疗保险费用开始出现收不抵支的现象。笔者希望通过分析俄罗斯强制性医疗保险制度来我国医疗保险改革提供些可参考性意见。
