本文简要阐述了“绿色信贷”政策的实施背景,介绍了杭州市余杭区“绿色信贷”政策实施情况,分析了“绿色信贷”政策实施过程中存在的问题与不足,并就如何完善“绿色信贷”政策提出了建议。根据国家、省、市环保和金融部门的要求,2008年3月,杭州市余杭区环保局与人民银行余杭支行共同出台了《关于严格信贷要求促进污染减排的实施意见(试行)》(余环发[2008]24号),要求各金融机构严格信贷管理支持污染减排,加强对环境违法行为的经济制约和监督(俗称“绿色信贷”)。这是余杭区继
This paper briefly describes the implementation background of “green credit ” policy, introduces the implementation of “green credit ” policy in Yuhang District, Hangzhou City, analyzes the problems and shortcomings in the implementation of “green credit ” policy Suggestions were made on how to improve the “green credit” policy.
