经过10多年的改革,广州市经济发展机制已发生明显的变化,但这种变化并没有根本改变广州外延型的经济发展模式。广州需要换一个新的发展模式,这就是:以科技进步为经济发展的基本动力,通过增加技术投入,改造传统产品,使经济迅速增长的内涵发展模式。据此,创造一个全社会提高素质的机制将成为下一阶段经济改革的主要任务。
After more than 10 years of reform, the economic development mechanism of Guangzhou has undergone obvious changes. However, such changes have not fundamentally changed the model of Guangzhou’s extension of economic development. Guangzhou needs to change a new mode of development. This is the mode of connotation development in which scientific and technological progress is the basic driving force for economic development and the traditional economy is boosted by increasing investment in technology. Accordingly, creating a mechanism for improving the quality of society as a whole will be the main task of economic reform in the next stage.
