林业持续发展过程中参与机制的建立,是指允许那些与森林资源有着直接或间接联系的人们进入到有关资源配置及成果分配的决策过程中,并逐步提高人们的参与过程或水平,使这些人成为林业持续发展活动的参加者、决策者、受益人.林农是参与机制的主体,授权是参与机制的首要条件,不断提高林农的参与水平是参与机制发展的关键。因此,在林业持续发展过程中,参与机制具有特别重要的意义。
