1959年我市的财政预算管理工作和其它各项工作一样,在社会主义建设总路线的光辉照耀下,在党的领导下,围绕党提出的中心工作,从发展生产出发,多方协作,大搞群众运动,不断组织预算新的平衡,调动了各方面积极因素,在国民经济全面持续大跃进的基础上,提前三十六天胜利的完成了收入任务,保证了生产建设高速度地发展。(一)我市财政预算工作大搞群众运动,是在生产大发展的新形势下,不断提高认识,不断丰富内容。
