当今时代科学技术迅速发展,以知识经济和网络经济为代表的新经济已见端倪,世界各国都在利用高新技术开发本国资源,推动经济发展,我国也以实施“西部大开发”战略来推动全国进入全面开发建设的新阶段。这就要求我们必须从经济学的角度来研究评估各种开发项目的价值和效益,力求以最小的代价(资本投入)换取最佳的效益。“经济开发学”这门新兴学科也就应运而生了。
