瑞安没有“雁荡山”这样重量级的自然资源,凭什么把游客吸引过来?该市的做法是：打响地方文化牌,打造一张张国家级金名片。2005年2月,瑞安市获得了国家旅游局正式命名的“中国优秀旅游城市”的称号,这是瑞安社会事业领域获得的第一张国家级金名片。“这个称号不是颁发给某个景点,而是颁发给整个城市”,国家旅游局组织的专家评审团,在瑞安看到了独具魅力的自然风光和人文景观,也看到了作为“永嘉学派”和“温州模式”主要发祥地的瑞安勃勃的生机。
