福建是全国重点林区之一,省政府根据我省山海优势,制订了以林业基地建设为首的八大基地建设的地方经济发展的总方针。建设林业基地,需要大量资金。据林业部门测算,仅“七五”计划期间就需要投资10多亿元,每年平均2亿多元。目前,林业资金存在的问题是:资金不足,理财用财不当,经济效益不理想。因此,组建地方林业产业银行,把林业资金全部纳入信用经济轨道,通过信用,加速资金周转与循环,加快价值增殖,提高经济效益,是林业商品经济发展的必然趋势。
Fujian is one of the key forest areas in China. According to the superiority of Shanhai in Shaanxi Province, the provincial government has formulated the general guidelines for the development of local economy in the construction of the eight bases headed by the construction of forestry bases. Construction of forestry base, requires a lot of money. According to the estimates of the forestry department, more than 10 billion yuan will be invested during the “Seventh Five-Year Plan” period, with an average annual amount of more than 200 million yuan. At present, the problems existing in forestry funds are: insufficient funds, improper management of financial assets, and unsatisfactory economic benefits. Therefore, it is an inevitable trend for the development of forestry commodity economy to set up a local forestry bank, put all forestry funds into the credit economic track, speed up capital turnover and circulation through credit, accelerate value proliferation and increase economic benefits.
