秘书班子合理的群体结构,是搞好秘书工作的重要保证。秘书班子应是多层次、多要素的动态综合体,群体中的个体在智能、知识、气质、年龄等方面,应各有所长,互相补益,形成一个协调的有机群体。一、建立高水平的智能结构我国正处在以现代化经济建设为中心的年代,这个历史时代的一个重要的特征就是高效率。秘书班子的工作效率如何,直接影响领导班子的工作效率。高效率的秘书班子一般包括三种智能:一是开拓创新能力。能够面对日新月异的环境,实现秘书工作的“四个转变”。二是超前思维能力。能够从战略高度把握当前的秘书工作,思索秘书工作的发展前景。三是综合实践能力。秘书人员既要有高水平的组织能力,又要有高水平的业务能力,能办好秘书工作的一切事
