深化干部人事制度改革,是建设高素质的干部队伍,培养造就大批优秀人才的治本之策。改革开放以来,我国逐步推进以“扩大民主、完善考核、推进交流、加强监督”为主要内容的党政干部制度改革,取得了重大进展,有力地推进了新时期各级领导班子和干部队伍建设。为了适应新的形势和任务的要求,进一步加快了干部人事制度改革的步伐。最近,中央再次颁布了《党政干部职务任期暂行规定》等五个文件,为更好地理解和把握五个文件的意义与内涵,本刊特约请了中央党校党建教授、原中央社会主义学院副院长甄小英做了权威解读。与此同时,我们也约请了多年从事政治学研究、现任西南政法大学中国社会稳定与危机管理研究中心主任肖唐镖老师,从文件尚需完善的方面阐述了自己的看法。二者观点虽有差异,但目的却都是为更好地推进干部队伍改革,为全面建设小康社会建立起一支素质强、效能高的干部队伍。
Deepening the reform in the cadre and personnel system is a permanent solution to building a high-quality contingent of cadres and cultivating a large number of outstanding talents. Since the reform and opening up, China has made significant progress in reforming the party and government cadres system, which contains “expanding democracy, improving assessment, promoting exchanges, and strengthening supervision.” This has effectively promoted the building of the leading bodies and cadres at all levels in the new era . In order to meet the requirements of the new situation and tasks, the pace of reforming the cadre and personnel system was further accelerated. Recently, the Central Government promulgated again the “Interim Provisions on the Duties of Party and Government Cadres” and other five documents. In order to better understand and grasp the meaning and connotation of the five documents, this journal specially invited the party-building professor of the Central Party School and former Central Socialist Institute Vice president Zhen Xiaoying made the authoritative interpretation. At the same time, we also invited many years engaged in political science research, the incumbent Director of the China Social Stability and Crisis Management Research Center of Southwest University of Political Science and Law Xiao Tang Dian teacher, from the document still need to improve the aspects of his own views. Although there are differences between the two points, the objective is to establish a contingent of cadres with high quality and high efficiency for better promoting the reform of the cadre ranks and building an overall well-to-do society.
