党的十六大强调,要加强党的执政能力建设,提高党的领导水平和执政水平。这就对各级领导干部的素质提出了新的更高的要求。党的领导水平和执政水平的提高,基础和关键都在于能不能建设一支高素质的领导干部队伍,形成朝气蓬勃。奋发有为的领导层。因此,各级领导干部特别是县以上领导干部,必须十分注重强化十个方面的意识。1.强化学习意识。对于担负了一定重任的领导干部特别是县以上领导干部来讲,学习应该成为自己工作和生活的第一需要。一个人的能力水平不可能与生俱有,也不可能从天上掉下来,只能源于后天不断的学习和实践。按照西方流行的“知识折旧”定律的说法,“一年不学习,你所拥有的全部知识就会折旧80%”。由此可见,不学习就必然会被历史和社会淘汰出局。因此,各级领导干部
