本文通过产学研合作的背景分析,对常州市农业科技产学研的阶段发展、合作模式、合作效果、政府干预行为进行研究,论述了在产学研合作过程中政府推动的必要性,并就地方政府在产学研合作中的职能定位进行了若干建议:搭建产学研合作框架、维护产学研合作秩序、提供产学研合作环境,并提出了政府在介入方式上应该逐步从主导型向引导型进行转变.
