民主管理是国有企业的优良传统,也是目前搞活国有企业的现实要求。在现阶段,国有企业实行民主管理,不仅是公有制和社会主义政权的本质要求,而且是科学化、现代化管理的必要条件。国有资产的特殊本质、国有企业改革与发展的现状,以及国内外现代企业的成功经验都表明,国有企业应当高度重视并切实抓好职工民主管理工作。国有企业党组织是企业民主管理的领导核心,要保证企业民主管理工作在建立现代企业制度的条件下得到不断健康发展,企业党组织就必须发挥好领导核心作用。
Democratic management is a fine tradition of state-owned enterprises and a realistic requirement for invigorating state-owned enterprises. At this stage, the implementation of democratic management by state-owned enterprises is not only the essential requirement of public ownership and the socialist regime, but also a necessary condition for a scientific and modern management. The special nature of state-owned assets, the current situation of the reform and development of state-owned enterprises, and the successful experience of modern enterprises at home and abroad all show that state-owned enterprises should attach great importance to and do a good job in the democratic management of employees. Party organizations in state-owned enterprises are the leading core of the democratic management of enterprises. To ensure the continuous and healthy development of the democratic management in enterprises under the conditions of establishing a modern enterprise system, the party organizations in enterprises must play a key leadership role.
