A case study of Kunshan in southern Jiangsu shows that in the era of economic globalization, the Yangtze River Delta in China is creating a brand new space for globalization. The article uses the concept of urban “echoes of conception” to explain in detail this kind of development-driven strategies and policies of the localities, including economic restructuring and political / administrative reconstruction. In the parallel development with the neighboring city of Shanghai, how Kunshan adopted the “chance to win” to change the strategic orientation of domestic and foreign investments, and then go beyond these metropolitan centers to perfect and expand their economic ties. The survey results show that local governments still play an irrelevant role in determining urban and regional development. This not only responds to the process of globalization, but also accelerates the globalization of the Yangtze River Delta region.
