5日国家发展改革委、工业和信息化部、质检总局发出《关于运用价格手段促进水泥行业产业结构调整有关事项的通知》。通知规定,对淘汰类水泥熟料企业生产用电实行更加严格的差别电价政策。同日工业和信息化部、国家发展改革委发出《关于电信业务资费实行市场调节价的通告》。通知规定,所有电信业务资费均实行市场调节价。电信企业可以根据市场情况和用户需求制定电信业务资费方案,自主确定具体资费结构、资费标准及计费方式。

Telecommunication companies can formulate tariff plans for telecom services according to market conditions and user needs and independently determine the specific tariff structure, tariff standards and billing methods.
