中央经济工作会议提出,“要完善落实机制,把握好改革试点,加强统筹协调,调动地方积极性,允许地方进行差别化探索,发挥基层首创精神”。差别化探索,实际上是中央顶层设计和基层“摸着石头过河”相结合的一个改革方法论。作为抓改革落地的重要方法,差别化探索要坚持问题导向,着力解决好改革方案同实际相结合的问题、利益调整中的阻力问题、推动改革落实的责任担当问 The Central Economic Work Conference proposed: “We must perfect the implementation mechanism, take a good pilot of reform, strengthen co-ordination and coordination, mobilize the enthusiasm of the localities, allow localities to conduct differentiated exploration and give play to the pioneering spirit at the grassroots level.” Differentiation and exploration are actually a reform methodology combining the top-level design of the Central Government with the grassroots “feeling the stones across the river”. As an important method for grasping the reform and opening up, the exploration of differentiation should insist on problem orientation, make efforts to solve the problems that the reform plan is combined with the actual situation, the resistance in the adjustment of interests, and the responsibility to promote reform implementation
