美国应当立即采取措施为对付较热的气候作好准备。全国科学院在1991年4月公布的一份报告中呼吁削减温室效应气体的排放量。但是它没有提出任何布什总统所不赞成的具体措施,诸如限制二氧化碳的排放量或对石油和煤征收“碳税”等。
The United States should take immediate steps to prepare for a warmer climate. A report released by the National Academy of Sciences in April 1991 called for the reduction of greenhouse gas emissions. However, it did not propose any specific measures that President Bush would not agree to, such as limiting carbon dioxide emissions or imposing a “carbon tax” on oil and coal.
