从战略高度认识农民工在解决“三农”问题,推进城市化发展中的重要作用有利于妥善解决农民工持久性转移中面临的问题。在体制内和政策上阻碍农民工转移的因素逐渐化解后,农民工人力资源质量不能满足于城市化的需要已成为当前制约农民工持久转移的最大障碍。分析教育对农民工的就业、收入和市民化的影响,只有大力构建和完善农民工教育体系才能根本上扭转不利于农民工向市民持久转移的不利局面。
From a strategic perspective, recognizing the important role of migrant workers in solving the “three rural issues” and promoting urbanization is conducive to properly solving the problems faced by migrant workers in their long-term relocation. After the factor that hinder the transfer of migrant workers in the system and the policy is gradually dissolved, the quality of migrant workers’ human resources can not be satisfied with the need of urbanization has become the biggest obstacle that restricts the permanent transfer of migrant workers. Analyze the impact of education on migrant workers’ employment, income and citizenship. Only by vigorously constructing and improving the education system for migrant workers can we fundamentally reverse the unfavorable situation that is not conducive to the lasting transfer of migrant workers to the public.
