为了加强对小农水资金的管理,提高资金使用效益,水利部财务司于1988年9月3日至10日在新疆乌鲁木齐市召开了部分省(自治区、市)小农水资金管理座谈会,参加座谈的有水利(水电)厅(局)、财政厅(局)有关部门的代表。会议根据新颁发的小农水补助费管理规定围绕小农水补助费使用和管理问题进行了深入细致的探讨,并交流了各地的先进经验,提出了一些很有价值的建议。现将会议主要观点综述如下:
In order to strengthen the management of small-scale farmers’ water resources and improve the efficiency of capital utilization, the Finance Department of the Ministry of Water Resources held some provinces (autonomous regions and municipalities) water fund management forum for small-scale farmers in Urumqi, Xinjiang from September 3 to September 10, There are water conservancy (hydropower) hall (bureau), the Department of Finance (bureau) representatives of the relevant departments. The meeting conducted in-depth and meticulous discussions on the use and management of small-scale farming subsidies based on the newly-promulgated regulations on subsidies for small-scale farming and exchanged some advanced experiences and put forward some valuable suggestions.
