干部人事制度改革是推进政治体制改革,建设社会主义政治文明的重要措施,是建设高素质干部队伍和人才队伍的重要保证。改革开放以来,干部人事制度改革经历了一个从实践创新到制度创新、从重点突破到整体推进的过程,取得了丰硕的实践成果和制度成果。站在新的起点上,需要以历史进步和改革创新的眼光来审视、规划,促进干部人事制度改革不断向纵深推进。本文重点就改革工作中贯彻科学统筹的思路,谈几点具体认识。
